install mcp_tool_override_tester on Claude Desktop

Requires Python 3.10+ and uvx (install with `pipx install uv`) so the package can be resolved on first run. Claude Desktop only speaks stdio locally; HTTP servers are wrapped via npx mcp-remote automatically. Paste the config below, then follow the reload step to register mcp_tool_override_tester.
